OIC and the Kashmir Issue: Options for India

From its founding in 1969 until the mid-1980s, the Organization of Islamic Conference (OIC) focused on Arab issues, but has gradually expanded into other matters. With the emergence of Pakistan as a key actor in the OIC, the issue of Kashmir has become particularly salient. Pakistan has used religion as the basis for its claim that Kashmir belongs to it, challenging India's claims to the border region. Pakistan has begun to use the OIC to promote its own agenda via Kashmir, prompting India to react harshly against resolutions regarding Kashmir on the OIC agenda at its regular summits & meetings of foreign ministers. A vital distinction is made between the objectives of Islamic solidarity & pan-Islamism, & implications of the Kashmir issue for bilateral relations between OIC states, particularly between India & other member states, are considered.
